[DIPLO] Businessman - Turnip Field - Strawberry Patch

I planned for 2 rounds to play Turnip Field + Strawberry Patch on Starting player with Businessman, but the game does not let me to play that, any ideas why?

Probably a bug that not allowed you to sow playing the Turnip field before playing your 2nd improvement.
Seems there are some issues with the Businessman actually.
